Ms. Shephard is the Deputy Vice Director, J7, Joint Staff, and the senior civilian executive on the Joint Staff located in Suffolk, VA. In her role, she helps to oversee an organization that provides a one-stop-shop for preserving jointness and developing the joint force, and works closely with Allied Command Transformation and multinational partners.
This organization synchronizes adaptive joint training, doctrine, concept development and lessons learned supported by modeling, simulation and experimentation to ensure the development of desired outcomes in the form of cross-cutting joint and coalition doctrine, organization, training, materiel, leadership and education, personnel and facilities change recommendations.
Ms Shephard began working for the Navy in 1981 when she took a job at the Atlantic Division, Naval Facilities Engineering Command; Public Works Center, Norfolk; and the Naval Weapons Station, Yorktown, Virginia. In 1995, she was appointed Special Assistant to the Commander in Chief, U.S. Atlantic Fleet. In July 1996, she was appointed to the Senior Executive Service and assigned as Deputy Director, Shore Activities Readiness, U.S. Atlantic Fleet, and Deputy to the Commander, Shore Activities Atlantic. She managed annual shore resources in excess of $1 billion and more than 12,000 people and was instrumental in the development of innovative performance based measurement systems linking resource levels to readiness. In 1998, she was appointed as the Director, Command, Control, Communications, Computer, and Combat Systems, U.S. Atlantic Fleet, and Director, Command, Control, and Computers, Commander Western Atlantic, Supreme Allied Commander, NATO.
She managed tactical and non-tactical information systems and resources. In addition, she coordinated information systems, operational requirements, policies, and technology application. She has been instrumental in the fielding of scalable coalition architectures throughout the U.S. Navy and among allies. In 1999, she accepted additional duties as Director, Task ForceWeb, reporting to the Vice Chief of Naval Operations. In this capacity, she has collaborated with the Department of the Navy Chief Information Officer and the Navy's Systems Commands to help craft a vision of a web-enabled Navy.
In the summer of 2004, Shephard transferred to U.S. Joint Forces Command, Joint Concept Development and Experimentation Directorate (J9), as the lead for the Prototype Pathway. In 2006, Shephard was named the Innovation Group Director, and her portfolio expanded to include the full spectrum of Joint Futures Laboratory capability and solutions development. She assumed the role of J9 Deputy Director in April 2008 and remained in that position until August 2011 when Joint Forces Command was officially disestablished.
Her civilian education includes both a bachelor of science in civil engineering and a master of science in engineering from University of Maryland, College Park. In addition to her formal academic degrees, She is a graduate of the DoD Executive Leadership Development Program and the Naval Facilities Engineering Command Executive Development Program. She is a registered professional engineer in the commonwealth of Virginia.
Her awards include the Presidential Rank of Meritorious Executive 2007, the Navy Superior Civilian Service Award, POST/Newsweek FOSE Award (2004), Federal Computer Week FED100 Award (2004), Navy eGov Award (2003), the President’s Council on Year 2000 Conversion Medal and numerous letters of commendation.
