Captain Costello

Captain Costello was commissioned in 1987 through the Naval Reserve Officer Training Corps at the University of Missouri where he earned a Bachelor of Arts Degree in Psychology. Following his commissioning he attended Surface Warfare Division Officer and Steam Engineering Officer Courses in Newport, Rhode Island. 

Captain Costello’s first operational tour was as Machinery Officer onboard USS PREBLE (DDG 46). During his 38-month tour on PREBLE, he also served as Navigator and Administrative Officer and earned his Surface Warfare Officer (SWO) and Engineering Officer of the Watch (EOOW) qualifications. He then served as the Pre-commissioning Executive and Operations Officer onboard USS TEMPEST (PC 2). During his next afloat operational tour, he completed his Surface Warfare Officer department head tour as Combat Systems Officer onboard USS HAWES (FFG 53). Following that assignment, he laterally transferred into the Fleet Support Community as a Space and Electronic Warfare Officer, and in 2001 was re-designated as an Information Professional (IP) Officer.

As an IP officer, he served in critical at-sea positions as the Combat Systems Officer on USS GEORGE WASHINGTON (CVN 73) and as COMCARSTRKGRU TWO Assistant Chief of Staff for Information Dominance (N2/N6). He also served as the Information Warfare Commander for the USS GEORGE H. W. BUSH (CVN 77) Strike Group.

Ashore, Captain Costello earned a Master of Science degree in Information Technology Management at Naval Postgraduate School in 1996 and a Master of Strategic Studies from the U.S. Army War College in 2004. He completed assignments as the Deputy Director of Operations at the Naval Satellite Operations Center, Point Mugu California; as the Executive Officer and Acting Commanding Officer of Naval Computer and Telecommunications Station Guam from 2001-2003; as the Commanding Officer of Naval Computer and Telecommunications Stations, Naples Italy from 2006-2008. He most recently served as the Deputy Director of Operations at the Defense Information Systems Agency.

Captain Costello’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Navy and Marine Corps Commendation Medal (four awards), Navy and Marine Corps Achievement Medal (three awards) and various campaign, unit and service awards.

CAPT Powers

CAPT Powers, a native of Silver Spring, MD, graduated from Drexel University with a Bachelor’s of Science in Mechanical Engineering in 1990 and received his commission through the Navy Reserve Officers Training Corps of Philadelphia. He also holds a Master’s of Science in Electrical Engineering from the Naval Postgraduate School, a Master’s of Science in Foreign Affairs and National Security Resource Strategy from the Eisenhower School, National Defense University, and a degree in Modern Standard Arabic Language, Regional and Cultural studies from the Defense Language Institute.

His fleet assignments include:

> Surface Warfare Direct Support, Naval Security Group Activity (NSGA) Pearl Harbor, HI, deploying to the Arabian Gulf aboard USS Kittyhawk (CV 63), USS Ingersoll (DD-990) and USS Leahy (CG-16) in support of Operations Desert Storm and Restore Hope.

> Submarine Warfare Direct Support aboard various U.S. submarines in support of Commander, Submarine Forces Pacific and Submarine Forces Atlantic.

> Air Warfare Direct Support, NSGA Rota, Spain, deploying over 1000 flight hours with Fleet Air Reconnaissance Squadron Two (VQ-2) is support of Operations Joint Endeavor and Sharp Guard.

> Cryptologic Resource Coordinator to Commander, Carrier Strike Group Seven embarked on USS John C. Stennis (CVN 74) deploying to the Western Pacific as Commander, Task Force 70.

His shore assignments include:

> Computer Network Operations, Naval Information Warfare Activity, for duty within National Security Agency’s Tailored Access Operations (TAO) and Remote Operations Center (ROC), Ft Meade, MD.

> Officer-in-Charge, Naval Aircrew Detachments, Souda Bay, Crete, Greece, and Siganella, Sicily, Italy.

> Program Manager for Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) within Chief of Naval Operations (OPNAV 80) at the Pentagon.

> Joint duty at the National Security Agency as the first military Director of Cybersecurity Operations (DCO) within the NSA’s Threat Operations Center (NTOC), Ft Meade, MD.

> Senior Detailer for Information Warfare (PERS 472), Navy Personnel Command, Millington, TN.

His command assignments include:

> Commanding Officer, Navy Information Operations Command (NIOC) Whidbey Island, WA, providing Electronic Warfare (EW) direct support to Operations Iraqi Freedom and Enduring Freedom.

> Commanding Officer, Navy Cyber Defense Operations Command (NCDOC) and Commander, Task Force 1020, reporting to Commander, Fleet Cyber Command and Commander, Tenth Fleet.
